Bromley Council lists serious defects at its Waldo Road depot, including condemned stable blocks and failing concrete, as bin rounds and gritting could be hit.

Bromley Council has added its Waldo Road depot to its risk register, citing serious defects that its £15.9m upgrade does not cover. The site is due to reopen to residents as a tip this month.

The risk report goes to the council’s scrutiny committee on Tuesday 10 November. It says the problems “fall outside the scope of the current Depot Improvement Programme and cannot be addressed within existing maintenance budgets”.

What is wrong

The register entry lists these problems:

  • the concrete slab and the ground beneath it in the vehicle workshop and car park area are “insufficient and failing”
  • not enough fire hydrant capacity at the Baths Road end
  • stable blocks that have been condemned, and a retaining wall on the western side that needs replacing
  • a failed surface water drainage system at the Baths Road end
  • security fencing and outside lighting that need upgrading

The register blames an ageing site, heavy vehicle use and a failure to secure funding to replace the surfacing and drainage.

What could happen

The register says the possible effects are:

  • cracks and potholes causing health and safety concerns
  • partial closure of the depot
  • disruption to waste collection and street cleansing
  • disruption to winter gritting

Before controls, the council scores the risk at 20, from a likelihood of 5 and an impact of 4, and marks it red. With the controls in place the score is 12, marked amber. So far the council has done patch repairs and set up a project team. Further repairs would go into the property maintenance programme.

Officers are reviewing options and plan to bring forward proposals in 2027/28. The register says work is still needed to assess repair costs and how long the affected parts of the site will last, and to prepare a full bid for capital funding.

Where the upgrade stands

The capital programme report shows £15.9m for the depot improvement works, with completion due in summer 2027.

The tip part of the site closed to residents in February 2025. The council said in August it expected to reopen in the middle of November, with the exact date to be announced. We could find no date today.

The risk register does not say the defects will affect that reopening.

Churchfields Road in Beckenham, the borough’s other main tip, is still not taking trade waste. The committee’s follow-up paper says there is no confirmed date for that to resume, because the site is being used more intensively while the Waldo Road works continue.

What it means for you

  • If you use the tip, nothing in these papers changes the mid-November plan. Check our Bromley tip opening times page for the date when it is published.
  • On bins and gritting, the register describes what could happen. It does not report any current disruption.
  • You can read the papers on the 10 November agenda.
