Dean Miller, elected for Reform UK in St Paul's Cray in May, is now listed by the council as an Independent after an ITV investigation. Reform has 5 seats.

One of St Paul’s Cray’s three councillors no longer sits for Reform UK. Bromley Council’s register of members now lists Councillor Dean Miller as an Independent (Bromley Council, councillor details).

He was elected for Reform UK on 7 May 2026. The change follows an undercover investigation by ITV News into the views of Reform councillors and candidates, broadcast on 14 October, in which he was filmed (ITV News). We could not open ITV’s report on 18 October, so we do not repeat the remarks attributed to him or his reply to ITV here.

The council’s record does not say when the change was made, or whether he resigned from the party or was suspended. We found no council notice of the change.

What the record shows

  • Ward: St Paul’s Cray, which elects three councillors.
  • Elected: 7 May 2026, for Reform UK, with 1,534 votes. He came second of 13 candidates (St Paul’s Cray result).
  • Now listed: Independent. The other two St Paul’s Cray councillors, Christopher Marlow and Will Rawles, are still listed as Reform UK. Will Rawles leads the Reform group.
  • Committees: his page still lists his committee places, including the Adult Care and Health Policy Development and Scrutiny Committee and the Audit and Risk Management Committee.

He remains a councillor. A councillor who leaves a party keeps the seat until the next election, unless they resign it.

How the council now divides

The council’s papers for Full Council on 12 October listed 6 Reform UK councillors out of 58 (proportionality appendix). The members list on 18 October reads:

Group Councillors
Local Conservatives 35
Labour 8
Liberal Democrats 6
Reform UK 5
Chislehurst Matters 3
Independent 1

Committee seats are shared out between groups in proportion to their size. The council has not yet published a revised calculation, and the Conservative majority is unaffected.

What it means for you

If you live in St Paul’s Cray, you still have three councillors, and any of them can take up a problem for you. Councillor Miller’s council email is dean.miller@bromley.gov.uk, and the council’s ward page lists the other two.

A complaint that a councillor has broken the members’ code of conduct goes to the council’s monitoring officer. The council’s Standards Committee oversees that process; our report on its latest meeting has the background.
